H. Bell outlined his five roles for the federal government's involvement in education, he emphasized the capabilities of the states. He asserted his belief that in a relatively short time the fifty states would be capable of making our system of education work—in affirmative action, innovation, and securing educational excellence. That is, of course, a topic that we intend to address in this panel.
