One of these papers, Public and Private Schools, by James Coleman, Thomas Hoffer, and Sally Kilgore, presents new data on private and public schooling. Currently in draft form, the final version of the report is scheduled to be submitted this fall to the National Center for Education Statistics.1 In the interim,the authors' interpretation of the data and their recommendations for policy directions have initiated a highly publicized and controversial national debate.
