Shift to Online-only and Discontinuation of the Print Format
Starting with the Spring 2026 issue (volume 96, issue 1), Harvard Educational Review will be an online-only journal.
Over the past decade, we have seen increased interest in digital access and a declining interest in print from our subscribers.
Moving to a fully digital model allows us to focus our resources on delivering the best possible online experience while reducing environmental impact.
Please note: Beginning with Volume 96 (2026), The print ISSN (0017-8055) will be discontinued, and all future catalog records should use the eISSN (1943-5045).
Redesigned Subscription Tiers and Pricing
In an effort to improve the user experience and support the digital only model, our subscription tiers for 2026 have changed. Our goal is to meet the needs of our broad subscriber base and offer more options at different price points.
Instead of our previous print/online distinction, we now offer two digital options for libraries:
Recent Digital Content – $600: Current year plus archives from 2000-2025
All Digital Content – $900: Current year plus our complete archives from 1964-2025
Our Recent Digital Content tier at $600 represents only a modest increase from our previous online-only rate ($499), while providing access to 25+ years of archives. For many libraries, this tier will meet your patrons’ research needs effectively.
The All Digital Content tier, at $900, provides access to our complete 60+ year archive. Our team hopes to digitize more issues from 1930-1963 to add more to the archive over the next few years.
As a nonprofit, mission-driven publication, we’re committed to keeping our rates as reasonable as possible. Over the years, we have deferred improvements in order to keep costs low. Changes in technology as well as feedback from subscribers have proven we must address the increased digital needs of our base. These adjustments allow us to invest in our systems to improve accessibility, user experience, and content delivery to meet current academic standards. Our goal is to ensure we can continue providing the high-quality educational research on which the community depends and in the ways our community needs.
Access to Previously Purchased Volumes
HER subscribers retain access to volumes published during paid subscription terms.
For customers moving to the "Recent Digital Content" tier who subscribed to Harvard Educational Review prior to the year 2000, you will retain access to the volumes published during your previous subscription terms. (For example, a library that subscribed from 1990-1997 would retain access to the volumes from 1990-1997.)
Significant Value Improvements You’ll Experience
Multi-Site Institution Coverage: Your 2026 subscription will serve more constituents. If you’re part of a multi-site institution with centralized administration, your entire system will now be covered under one license—no need for separate subscriptions at each location. This means better ROI for your subscription dollars and stronger support for your institution’s research mission.
Continued Commitment to Changing Accessibility Expectations: We know VPATs, ADA compliance, and EAA requirements are front of mind for our subscribers. We are investing our resources in ensuring newly published HER content conforms to WCAG 2.1 Level AA accessibility guidelines.
Full-Text XML Articles: Starting in 2026, users will no longer have to download a PDF to read new HER articles. Articles from Volume 96 onward will be available in full text on web pages.
New Online Platform: HER Online will be moving to a new, improved platform hosted by HighWire Press. Admin reports, alerts, renewal notices, and more features will be easier than ever.
Streamlined Service: We have made improvements to our subscription management workflow. Subscription payments, online access management, customer service, and hosting we all be managed by a single new vendor. This means subscribers will have faster, more reliable access to content.
Superior Customer Support: More responsive, knowledgeable assistance.

Journal Platform Migration
To provide an improved reading and subscription experience, we are partnering with HighWire as our new online host.
In November 2025, HER’s online journal content will migrate to a new online platform.
The previous links will redirect to our new platform. Customers will receive information about log in credentials and authentication once the new platform is live.
What to Do if You Experience a Disruption in Access
While we are doing our best to make the transition as seamless as possible, we are a small team and appreciate your understanding as we get up and running on the new platform.
Individuals will receive an email from the system with login credentials once the system is live. If you are an individual who did not receive that email, please reach out to us with your account information and we will assist you.
Institutional subscriber admins will receive an email with login credentials once the system is live. Institutional constituents will receive access via IP address ranges. This is different from our previous authentication method of using The IP Registry, and we thank all the institutions who filled out our online form to provide us with IP ranges ahead of the migration. If you did not fill out the form or need to make a change to your account, please reach out to our customer service team.
If your institution experiences a disruption in access after the migration, please reach out to us with your account information and IP ranges and we will assist you. Thank you for your patience and understanding.
COUNTER Reports
We are pleased to share that we have gotten an extension on the amount of time COUNTER reports from September 2021 through October 2025 will remain available for Harvard Educational Review account holders. The current Meridian platform will allow users to access their institution's usage statistics in the administrator module December 2027 (for another two years).
We apologize for any confusion in our previous communications to subscribers. Thank you for your patience while we explored the post-migration options with our previous website host.
